The sexual abuse of children in the Roman Catholic Church is not a modern Scandal.  Records indicate that it is an age-old problem – almost as old as the church itself.

The rape and sodomy of children is woven into the tradition of clerical history.  And it has been amply recorded in documents and literature.

Popes, bishops, and priests have known for centuries that the sexual abuse of children is a problem.  The church may have legislated against it, but the fact remains that hierarchy has consistently failed to protect the youngest and most vulnerable members of its flock from sexual abuse by predatory clergy.

Roman documents, papal encyclicals, and council resolutions down through the ages expose the persistence of violations of celibacy and criminal sexual activity with children and others.

“This letter is to document a report of sexual abuse regarding the late Father Arthur Wood which we have previously discussed.”  The victim also relates that at the time as a child he heard that another young boy and his parents went to the rectory to lodge a complaint and the boy’s accusations were disbelieved.          Wood Doc 001A   **Page 26

Archdiocese of Louisville Statement of Policy and Procedures on Sexual Abuse, with a Letter by Archbishop Thomas C. Kelly (2/2/93) [Kelly cites the 11/19/92 NCCB Resolution, which in turn cites Pilarczyk’s 6/20/92 statement, which references Chopko’s 2/9/88 statement (all linked at the NCCB URL)]

Kelly’s states in his 2-2-93 letter ”The issue** of sexual abuse of minors…is a gravely serious matter. Whenever such abuse occurs, it causes inestimable pain and anguish among the

victims and their families …”. “…when the abuser is someone whom children trust…a priest,

the suffering and sense of shame are magnified”.

“Until recently**, very little was known about this serious disorder**.” …Today, we know that serious psycho-sexual disorders** like pedophilia requires sustained therapeutic treatment and that very often the offender** is a priest…any allegation of s.exual abuse must be taken quite

See Note_45, 19 July 2024 (3)  Re: “Sex, Priests, and Secret Codes” published in 2006

In the book published by Thomas P. Doyle, A.W. Richard Sipe and Patrick J. Wall state on page 209 “Catholic Church authorities often alleged that the problem of sexual abuse of young boys and girls by a priest is a new problem. The authorities claim it is so new that they are only now beginning to realize how serious it is and only now beginning to figure out how to deal with it.

The evidence, shows; however, there is no valid reason why they should be able to say that. The historical evidence dating from the 4th Century demonstrates that mandatory celibacy has been consistently violated by Catholic clerics through sexual abuse of minors and vulnerable adults. Activity in the United States to treat sexual trouble clerics is not recent, the work of Father Thomas Verner More at the Catholic University of America and Mount Hope Retreat from 1924 on, and evidence from the early days of the Paraclete Fathers, demonstrate efforts that were well known to the hierarchy. This was referred to in the letters from Fr. Fitzgerald in 1952. “Sufficient research has been presented to the Bishops some of it under their sponsorship to demonstrate that they knew of the existence and prevalence of sexual abuse by the clergy, but did not respond as they were obligated to.”

They go on to say, starting on page 212

“It is now an undisputed fact that sexual abuse by priests is neither simply a current aberration nor a passing phenomenon: It has deep systemic roots.

seriously”. …”above all, the Church must be ready to reach to victims and their families in ways that will help to sustain the difficult healing process”

“In the past, because our knowledge was limited and because we had little are no experience with this kind of serious disorder.** Church officials made mistakes…”

“…we are committed to action…to provide comfort and assistance in the healing process for

victims and their families…” Author’s Note: See examples of Kelly’s failure to provide comfort and assistance just 1 month after he proclaimed he would.

**Author’s Note: The terms used downplays the Crimes Committed, i.e.  issue, serious disorder and offender while they claim ignorance “Until recently” and “In the past” about pedophilia.

Notes regarding Fr. Louis Miller

According to Fr. Smith, while at St. Elizabeth of Hungry, Miller was unsupervised, unfettered and his staff was unaware of his sexual history

Fr. Harold Smith was never told that Fr. Miller had previous incidents of abuse before he was assigned to St. Elizabeth of Hungary

Reynolds says he was not aware of Miller’s history of admitted sexual offences when he drafted the Archdiocese sexual abuse policy, despite regular private conferences with Archbishop Kelly  [Reynolds depo. II, p.73,80]
